In Search of Professionals - Part 2

The teaching profession stands at a crossroads. The United States has an opportunity to reform the entire profession and make teaching not only one of America’s most important professions but also one of America’s most respected professions. But first we need to borrow some great ideas from successful educational systems around the world that have already achieved this.
Inspired by Michael Fullan’s and Andrew Hargreaves’ new book, Professional Capital, “The Global Search for Education: In Search of Professionals - Part 1” began to look at what the next generation of American teachers could look like. Today we continue that conversation with someone who understands better than anyone why professional excellence is one of the most vital investments we can make in our children’s future. That person is Randi Weingarten, President of the American Federation of Teachers.

What are the steps we need to take in order to adopt the Hargreaves and Fullan “teach like a pro” action plan?
We have to think about all the issues as collective work not individual work. That is a very different mentality for the United States.
We have to respect teachers. When someone is not doing a good job there is a way to respect him or her but also let him or her know something needs to be done about the problem.
The bigger problem in the United States is the daunting conditions that many teachers work in. Half of our teachers leave in the first 3 to 5 years on the job. Hargreaves and Fullan observe that to get the return on our investment even now you must have teachers stay in the job for at least 8 years. That’s an enormous waste of resources and brainpower that goes out the door. Combating the teacher attrition number is probably the most important issue to address. We must also address what we can do about training teachers before they come into the profession. That must be followed up with more development and support when teachers are on the job. We need a different mentality, i.e. teachers are not simply born, teachers need to be nurtured. We say education of our youth is the most important thing that we do in terms of the future. We cannot in the same breath say it’s okay to just pop somebody in a classroom and say, “Go do it. We will assess you at the end of the year based on the test scores of your kids.”
What is your view of standardized testing in the US with regard to students and to teachers?
I think we are too fixated on standardized tests. Testing has its role. It’s important as a metric stick to help kids understand what they know and are able to do. It is important for teachers and others because it informs on instruction. It can be used as a tool to illustrate where there are strengths and where there are weaknesses. What’s happened in the United States, unlike almost any other country in the world, is that we are out of alignment, meaning that the tests have more consequences for teachers than they do for students. We need to rebalance it. Part of the problem is that testing goes back to the fundamental deprofessionalization of our profession. There will always be the search for the quick fix, the silver bullet, the sense that you can have one intervention that totally changes education for the positive. That does not happen. The quick fix used to be a teacher proof curriculum. Now the quick fix is if we just use test scores as the be all and end all for everything, we’ll know whether or not we are on the right track. Countries that outperform us understand that teachers are physicians of the mind. We should be working on creating a climate that is conducive to teaching and learning.

What changes in the teaching profession need to be made in order to address the achievement gap with the 20% of children in the US that are from poor families?
The achievement gap between rich and poor is greater than the achievement gap between black and white. There is a 40% achievement gap between rich and poor. What we are seeing more and more is that the socio-economic obstacles are very daunting and yet we have an absolute obligation to try to address them. We cannot ignore them. There are several things that have to happen:

The countries that outperform us understand that people really have to be prepared to teach in the current environment versus the way teachers were prepared to teach 20 or 30 years ago.
We need to be very prepared to teach 21st century skills, which is not about simply knowing things. It’s also about knowing how to apply knowledge, how to critically think, how to problem solve and how to work with others. Those things are as important. Some of that is training. Some of that is working together and some of that is discovered on the job itself.
What can we do now about getting star teachers into poor schools?
I think you can do several things and I speak from my own personal experience when I was teaching in the Chancellor’s district in New York City. We had a multi-faceted strategy to turn around poor performing schools into performing schools. We did many things at the same time.
We really focused on the capability of the teaching force. We only accepted certified teachers and we made sure they were supported. We built in extra time to train teachers on an ongoing basis and created a curriculum that everybody bought into and trained on. For these particular schools, the curriculum we used in both literacy and math was used schoolwide. Professional development was aligned with curriculum. We also built in additional time for kids so that if they were falling behind, they got immediate tutoring in the areas in which this was happening. We had more parental outreach. Teachers had a choice to stay in these particular schools, and in exchange for their additional time, for making the choice to stay, and for using the approved curriculum, they got paid an additional 15%. We didn’t have a problem with attrition and we saw in a couple of years that all students in the elementary school had been turned around. We created schools where parents wanted to send their kids and teachers wanted to teach. We had leadership that was collaborative and supportive. We had the tools and conditions to get the job done. If you have all these things, whatever the neighborhood and whatever the environment, experienced teachers will stay.

As we move forward into the 21st century, technology continues to play a larger role in teachers’ and students’ lives. What are the positive and negatives of technology with regard to improving student learning and assisting teacher training?
One of the biggest challenges teachers face is personalizing and differentiating instruction to meet the needs of all the students in their classrooms. Digital resources and technological tools have tremendous promise to assist in that. Plus, technology offers ways to provide extra supports for struggling students, for extending learning beyond textbooks, and for providing access to engaging content. It can be tremendously empowering of both teachers and students. But we have to remember that really integrating technology into the curriculum requires more, not less of teachers. So we really have to make sure that they have the time, professional development, equipment, and technical support they need to take advantage of that potential for their students. And we can’t forget that while the digital divide is narrowing, it’s still very real. Reliable internet access and bandwidth are still very real issues in too many of our urban and rural communities. So, whether you are talking about student learning or teacher training, it’s not the tool — the technology — it’s how you use it. And it matters whether you have the conditions and support to use it well.

In Search of Professionals - Part 1

Here’s a powerful challenge to the world of education: Improve the profession of teaching. If you believe that the future of learning depends on the future of teaching, Andy Hargreaves’ and Michael Fullan’s latest collaboration, Professional Capital, proposes an action plan for teachers, administrators, schools and districts, and state and federal leaders as to how to create a 21st century generation of professional teachers.
Over the next few days in The Global Search for Education series, I discuss with Michael Fullan, Andy Hargreaves and Randi Weingarten, President of the American Federation of Teachers, some of the issues as well as some of the strategies necessary to make this a reality. First up, I asked Randi to summarize what she believes the Professional Capital model would mean in terms of changes in policy and practice?
Randi explained:
In Professional Capital, Hargreaves and Fullan are saying you have to invest in the whole system as opposed to believing that individual strategies will get you where you need to go. They are totally right. This push on individual effort, meaning if individuals just work really hard they will see huge returns, is wrong. In the long term it will backfire if you are trying to help all kids instead of some kids. They make that point brilliantly. And now of course you have examples of this all around the world. Look at Finland and Singapore and Japan and Canada. These countries are taking a page out of Hargreaves’ and Fullan’s book

To find out more about the thinking and action plan laid out in their book, I asked Hargreaves and Fullan for their answers to these questions:
How do you envision the next generation of teaching in your book, Professional Capital?
The new generation of teachers must be an entire community of professionals who are deeply committed to their work and highly capable of carrying it out. This requires teachers to be highly motivated, thoroughly prepared, continuously developed, properly paid, well networked with each other to maximize their own improvement, and able to make effective judgments using all their capabilities and experience. This generation will require three kinds of capital that make up what we call professional capital. First is the individual human capital of rigorous training and qualifications, as well as high emotional intelligence and proven success in working with young people. Second is the social capital of schools as communities where teachers collaborate together, are committed to their students and each other as people, are able to have challenging conversations about their own and their students’ performance, and have the benefit of working in the high-trust environments that are associated with superior performance and results. Last is the decisional capital that comes from accumulating and reflecting on sufficient years of practice — at least 8 in most cases — to reach peak levels of performance in making the effective judgments that are central to all professional practice.
Many believe that education policy at the moment focuses on the extremes of teaching, i.e. those teachers that are good and those that are bad. How has teaching to the test handicapped the art of teaching?
One of the most misunderstood and misapplied research findings is that if two students start equally and one experiences very good teachers for three years in a row, and the other has poor teachers for the same time period, the former student will move 50 percentile points above the less fortunate student. So far, this is only a statistical proof, but even if it were literally true, the leap in logic to reward the top teachers and punish the weak ones would still be misguided. Teaching to the test and allocating merit based on test results compounds the problem. The truth is that in high performing countries, policies and development focus on the entire profession getting better all the time. This means that most students will predictably encounter three good teachers in a row—-not by fortune but by design. This is why those countries with the best teaching profession continually get the best results. Furthermore, when almost every teacher is good and is constantly learning rather then getting drive-by training in top-down priorities, they rub off on each other. They create a positive culture in which they push and also pull each other into energizing improvements where all teachers and therefore all students are bound to learn.

In Finland, teaching is not just a job, it is a profession. How does your model propose to turn teachers into pros in terms of their skills, knowledge, capacities, and emotional intelligence?
First, all levels of leadership, from the very top must, like Finland, portray teaching as one of the most socially valuable and intellectually challenging jobs in society. This is why applicants to elementary teaching in Finland have a less than 10% chance of being accepted. Teachers are valued and respected in the society, not just because they make sacrifices, but also because they are smart. Teacher education should be rigorous, university based, and also profoundly rooted in school practice, and there should be fewer institutions providing it — creating more quality and coherence as a result. More resources should be moved to support the quality of teaching and learning in all schools and classrooms and less should be squandered on things like transportation because of proliferating school choice, on the legal and other costs associated with escalating levels of special needs identification because an excessively standardized curriculum cannot accommodate differences, and on the exorbitant cost of educational testing services in a country that tests more students on more things more of the time than any other developed nation. Teachers need more freedom, not less, to respond to and collaborate around their students’ diverse needs and circumstances as is true in the highest performing nations such as Finland, Singapore and Canada. Accountability occurs because teachers work transparently with each other and are committed to ongoing improvement and openness about progress and results. When schools fall short, there should be incentives and resources so higher performing schools can assist them — peers helping peers and schools helping schools — rather than parachuting in temporary turnaround teams from the top.

Searching for Star Teachers

On January 1, 2012, educators nationwide lost an educational icon. Dr. Martin Haberman, long time researcher, educator, writer, and mentor to teachers, passed away in Milwaukee. Dr. Haberman never wavered from his goal. It was to teach school leaders how to implement his research-based models for identifying educators who could serve all students, especially those that live in poverty and are at risk of dropping out of school.
The Haberman Educational Foundation leaders believe that having good teachers and principals is a high stakes endeavor for all children and youth in America, especially for those who are disenfranchised. Good teachers give the 15 million children living in poverty an opportunity to pursue the American dream. Dr. Haberman’s pioneering efforts are highlighted in 300 plus school districts across America.
I asked Delia Stafford, President and co-founder of the Haberman Foundation, how she thought Dr. Haberman would answer these questions:
How do you see the role and impact of teachers in our K-12 education system?
Teachers are hired to ensure that children and youth have an opportunity to reach their potential, which includes high school graduation and college or gaining skills which will ensure that they have a decent life. Dr. Haberman was adamant about this issue.
We all know that teachers cannot control certain key variables, such as parental involvement, the community, churches, or synagogues. And there is little they can do to control the system. However, great teachers never use such barriers or blame the victims as excuses for children failing to meet expectations in school.
Teachers can and should do whatever it takes to help students reach their full potential. This can be done if they are willing to “step outside the box” and make sure their lessons are interesting by providing innovative teaching approaches in the classroom. Good teachers pay close attention to student behaviors, spend time connecting with their students, and never embarrass students in the classroom by making remarks that would hurt their feelings. When the students step inside their classrooms, teachers are responsible and have control to do whatever it takes to ensure learning takes place. Great teachers never seem to lose sight of this mission.
The 2011 Phi Delta Kappa/Gallup Poll - what Americans said about the public schools revealed that 3 of 4 Americans support recruiting high-achieving high school students to become teachers, and the same percentage would encourage the brightest person to become a teacher. Thoughts?
Teaching is a very complex task. High achieving university students are needed and have become an integral part of America’s teaching force. However, teaching is much more than having good grades in certain disciplines. The attributes of star teachers cover many dimensions along with the core beliefs which Dr. Haberman researched and demonstrated over the last 50 years. Core beliefs drive an individual’s behavior, especially when it centers around teaching children and youth. Knowing content, while very important, is not the bottom line for being a great teacher.
Would you agree that encouraging high school and college students to become science and math teachers is as important as encouraging them to become scientists and mathematicians?
Indeed, we do need more math and science teachers. The American public is expressing a marked interest in how educators, both at the local and national level, should increase interest in both areas. This has been a priority for a number of years now. At the public school level, there is a shortage of great math and science teachers that students need to succeed in these areas. With the spotlight on finding more teachers in these areas, I believe that more qualified candidates will emerge.

How will the objective of finding great teachers be achieved?
For the last 16 years at the Haberman Educational Foundation, we have traveled to 300 plus districts to train school leaders to use Dr. Haberman’s Star Teacher/Star Principal Interviews. For those school leaders that hold to the standard of our selection protocols, they have changed the culture of hiring, increased student achievement, decreased dropout rates, and improved teacher retention. The interviews also provide a platform for turning down nice people who should not be teaching or leading a school.
This dilemma has always been an issue for education: if you think you want to teach or lead, all you must do is get a certificate and you become eligible for hire. We know that it is an absolute must that selection be considered first in order for schools to provide the education that is so deserved by the children. For the most part, every program that comes along, good or otherwise, will not work if you don’t have the right people in place to do the job. School leaders make all decisions regarding what initiatives will be used in public schools, including training for each district. The Haberman Star Teacher/Principal Selection training programs are both viewed as initiatives. We would prefer a mandate!
Does the ability to teach come more from natural talent or from training?
Rather than “natural talent,” we always refer to an individual’s core beliefs. Teachers come with certain beliefs, and generally beliefs are not easily changed. If I believe, as a teacher, that it is my responsibility to ensure learning, it generally takes place. If my belief is that I am here to teach those who want to learn, that could ensure that no one learns. Research tells us 7,000 students drop out of schools every day in America and many say they left because they believed no one cared if they were in school or not! If a teaching certificate made a great teacher, the problem might be solved. Our schools will never be any better than the teachers who serve the students.
What has to be done to improve the quality of teachers in high poverty schools?
In a word, better selection. Dr. Haberman researched this issue for 50 years. He interviewed 5,000 of the best teachers he could find and used their ideology and beliefs to craft the questions for his Star Teacher interview process. The interview is used in over 300 school districts and universities. We can note a candidate’s grades, read reference letters, view a teaching demonstration, or read about their experiences in a student teaching classroom. What we don’t know is what the person really believes about the work of a great teacher and what he or she thinks the job is going to be, especially at hard to staff schools. Dr. Haberman’s research enables the prediction of what teacher applicants would likely do, given the opportunity to stand in front of children and youth. School systems large and small, from urban to rural, are enjoying greater student achievement, better morale, and fewer teacher turnovers as a result of improved teacher selection.

Should teacher salaries be based on multiple factors including advanced degrees, experience, and the principal’s evaluation of the teacher? How could this be implemented nationally?
Solving this issue could impact education for the children and youth of America. This question has been around for many years. However, it could take forever to have unions, state departments of education, universities, local school leaders, school boards, teachers, principals, and superintendents agree. An advanced degree, such as a master’s in education, does not necessarily improve teaching or learning; it does however increase salaries. Very few teachers are dismissed after an unacceptable evaluation. Years of experience may not ensure great teachers. I have yet to see a national standard that would be amenable to all who are involved in this very complicated issue in our schools. We have 15,000 school districts in America; getting a unanimous vote would be beyond rare.
In dysfunctional schools, what separates the star teacher from the ineffective teacher?
Great teachers will survive the problems of dysfunctional school systems and spend time concentrating on what can be done for the students. A great teacher is one who works with parents and provides information that is in the best interest of every student. A great teacher will increase students’ social skills by demonstrating respect and connecting with students while working towards improving their social and behavioral skills as needed. A great teacher works toward helping all students to have an opportunity to learn as much as possible, while the ineffective teacher may do little or nothing except try to keep the job.
Can we impact the quality of teaching without addressing the other fundamental issues?
I believe we can impact quality if we find and select teachers and principals who have the beliefs discussed in the research by Dr. Martin Haberman. I further believe there is no time to waste. Schooling for the poor and disenfranchised, those who are deemed at risk of failing and dropping out of schools, “is a matter of life and death,” as the good doctor said. We know, as always, he was rarely if ever wrong in his assumptions. http://www.habermanfoundation.org
